Rule based systems

I am just doing some research for my advanced administrative law essay at the moment. And I happened across some information that applies directly to our computer applications course too so I thought I might link it up for you guys.

It is the Automated Assistance in Decision Making Issues Paper by the Administrative Review Council which can be found at http://www.ag.gov.au/agd/WWW/rwpattach.nsf/viewasattachmentpersonal/(CFD7369FCAE9B8F32F341DBE097801FF)~Automated+Assistance.doc/$file/Automated+Assistance.doc

Basically it goes through the existence of expert systems, particulary rule based systems in Australia. It is interesting to note all the legal rule based systems which exist and probably most of us are not even aware of. e.g. Centrelink and did you know you're taxpack is in fact just a rule based system albeit a paper based and not an electronic one.

Besides the rule based systems in the ATO and Centrelink, they exist everywhere such as in the Dept of Veteran Affairs, Comcare, Dept. of Agriculture and Fisheries etc.

I wonder what Professor Graham Greenleaf would think of the proliferation of these rule based systems in modern Australia. I refer to his article wirtten in 1989 - An Introduction to knowledge-based applications to law.

Would he classify today's systems as passive user models i.e. Robot lawyers! as he puts it or as interactive user models. I think the latter is most likely the case given the degrees of discretion in modern rule-based systems.

Comments:
I used eTax last year and did my tax return online and in my opinion it was faster, easier and more user-friendly than doing it on paper. There's no need to worry about making mistakes on paper or missing out relevant sections/filling out irrelevant sections! I think the best feature is you're given a rough quote of how much tax you're likely to get(or pay) back, now that's something that doing tax returns on paper can't provide!

i should of done my tax this year on ETax as well... it only took someone else 2 weeks to get theirs but it took me 6 weeks to get mine via paper Taxpack. I think I agree that the electronic route is definitely easier

Just make sure that if you submit electronically that you keep hard copies of the submitted tax return and all your receipts in case you get audited!
