More on Rule Based Systems

A friend of mine just got a parking ticket for parking on those clearways on Anzac Pde after 3pm. He's lucky he didn't get towed, but anyway he got a ticket obviously and one of the options is to pay via the internet.

Anyway, I'm pretty sure the internet infringement processing site counts as a legal expert system, specifically a rule-base system. It appears that the NSW RTA does use a lot of rule-base systems in its processing of fines and I presume when you get your licence at your local RTA there are a multitude of expert systems those tellers are using to process your licence applications and renewals.

What is interesting though is that when paying you're fine they really only ask for your payment details and to confirm the infringement/fine number. Most of your details and that sort of thing are already up on the system. For all the admin students out there doesn't this infringe upon your natural justice right to be heard? i.e. should'nt you be given a chance to provide all the details about yourself and the details of the offence instead of having them printed up on screen. Classic example of cost/efficiency concerns overriding legal/fairness principles I reckon. I suppose they do get you to confirm your details via the 'OK' boxes but is this really enough to satisfy procedural fairness.....

That's a good point you raise in relation to procedural fairness and natural justice. I think another concern is the lawfulness of using the information for a purpose other than that which it was derived. I'm not sure whether that comes under privacy issues or is more about potential judicial review under the ground of improper purpose. But you are right, there are a lot of issues to cover which you may not necessarily get a chance to do in 3000 words.
